City Secretary/Administrator
The City Secretary/Administrator acts as the executive branch in a council-manager form of government. The city secretary holds administrative duties over city employees and is responsible for adherence to city ordinances, policies, rules, and regulations set forth by the city council. Responsible to the Mayor and City Council for the proper administration of all city affairs.
Different from the normal council-manager form of government, the city secretary is not allowed to hire department heads and cannot terminate any employee without city council approval. This position attends and records proceedings of all official meetings of the City and is the manager and custodian of official records. The City Administrator prepares and posts meeting agendas in compliance with the Open Meetings Act. She serves as an informational resource as well as a vital connection between city government and its citizenry. As a public information officer, the City Administrator provides requested information according to the Public Information Act (also referred to as the Freedom of Information Act). The City Administrator administers the Oath of Office and attests contracts, assessment certificates, and other legal documents when executed by authorized officers of the city. The City Secretary/Administrator serves as the election official for all city elections and performs other duties as may be required by the City Council, or state law.
The City Secretary also serves as the Finance Manager and is responsible for managing the city's day-to-day finances, including all accounts payable, accounts receivable, utility billing, municipal court, HR and other payroll functions. It is also responsible for budget document creation, cash management activities, including investments, debt management, fixed asset schedules, and monthly, quarterly, and annual financial statements.
